International Activities Form

International collaboration is vital for scientific discovery, and UAMS supports the ability of researchers and scholars to communicate, exchange ideas, and collaborate with the brightest minds around the world. At the same time, Federal and Arkansas state law, as well as UAMS policies, require transparency with respect to certain activities and relationships involving foreign actors and activities.

UAMS personnel, as well as visitors affiliated with UAMS, are prohibited from engaging in activities that constitute violations of Arkansas state or Federal law. Specifically, UAMS personnel are prohibited from engaging in: 

  • The diversion of funding proposal or manuscripts submitted for review;
  • Hacking of unpublished research data or methods;
  • Illicit acquisition of software or proprietary information;
  • Contracts that ask parties not to disclose financial or other support; or
  • Incentives, financial or other, that might tempt researchers to violate the ethical foundations of research. 

Researchers are individually responsible for providing their Federal sponsors with accurate reporting of all sources of research support, financial interests, and affiliations. Accordingly, when applying for external research funding, UAMS personnel must also comply with all disclosure requirements imposed by the funding organization. 

As required by UAMS Administrative Guide 4.4.26 (Approval and Disclosure of Certain International Activities and Undue Foreign Influence), all UAMS personnel must seek prior approval from the UAMS Vice Chancellor for Research & Innovation prior to engaging in certain international activities. These activities include:

  • Establishing a research laboratory outside the United States;
  • Engaging in research physically located at a non-US institution;
  • Entering into any written agreement with a foreign entity that provides for the exchange of money, items, data, intellectual property, research collaboration, or any proprietary information. 
  • Entering into an agreement with a Foreign Government Talent Recruitment Program;
  • Entering into any written agreement with a foreign entity that does not constitute an agreement with UAMS and is entered into in the employee’s individual capacity and to which UAMS is not a party.

Please note: in accordance with UAMS Administrative Guide 4.4.26 (Approval and Disclosure of Certain International Activities and Undue Foreign Influence), all UAMS personnel must seek prior approval from the UAMS Vice Chancellor for Research & Innovation prior to engaging in certain international activities. 

The Vice Chancellor for Research & Innovation shall consult with the Office of International Compliance & Conflict of Interest, the UAMS Office of General Counsel, and the requesting employee’s Dean or Institute Director before making a decision reading approval of the request.
